Yes. Otherwise, we'd get two titles if the \header for \book was printed as well.

Yeah, but if somebody explicitly defines those headers inside a score block,
that suggests that they _want_ two titles.

Anyway, I've documented this behavior[1].  You're the boss.  :)

[1] including Mats' suggestion on how to avoid this behavior, so everybody's
happy.
