If you run lilypond-book -V you can see how lily is invoked. Your first target should making something so the output of
lilypond -b tex lily-437829.lyis ready to be included in a TeX file. If you've got that working, you can use the --process flag of lp-book to pass appropriate flags to LilyPond.
