Can you please do some more checking. Do any other DLLs work, such as
math, midi ?

That would be nice.
If you send a patch for this, please remember that the mere existence
of a registry variable or executable is not enough. LilyPond cannot
rely on an alternative installation unless it is verified to work
correctly [with lilypond scripts].
