I've got the same issue under Windows XP Professional running 2.8.5 and now
2.8.6. The error details are virtually identical (but I've included them for
completeness)

D:\My Documents\Vocal>midi2ly --version
midi2ly (LilyPond) 2.8.6

can you inspect the time stamps of files under c:/program files/lilypond/usr/share/lilypond/2.8.6/python/ and tell me whether you see anomalous times/dates? (eg. files from the year 2026)?
