As a general recommendation, make sure you really downloaded the whole
file; it happens sometimes with some Web browsers or downloaders that
the download is interrupted but you are not notified of it.  Try to
download the package again.

If this is not a dowloading problem, we might be able to help you if you
tell us which Windows version you use, and on which platform (32-bit or
64-bit).
