Anyway, there are three contenders for default:1. The time signature is written immediately before the |: separating the bars of :||: if necessary, unless a repeat alternative ends in a different meter than the repeat section begins with, in which case the time signature is moved after the |:.
2. The time signature is always written after the |:. 3. The time signature is always written before the |:.LilyPond now supports 2 as default, and you have proposed 3, as also used in the Bulgarian sheet music example I gave. The Hindemith example I gave use 1.
