In the case of the brackets, it clearly is. The brackets form a new
total object, and the resulting object dimensions do not correspond to
what the brackets have encased.
This is a discrepancy. Which of the discrepancy parts you call a
non-bug is up to you.
Bug 882 may or may not be related, and may or may not be a bug, but this
discrepancy in the context of brackets _is_ a bug.
