At least I recall speaking someone from a major publishing house about
how they created their own music font, and specifically made it do what
the OP reported.

Interesting – I couldn’t imagine a reason to do so, but I’d be curious to learn. Yet there’s also the quote from Elaine Gould, confirming the ‘common sense’ of: it shouldn’t protrude at all beyond the staff line.
