An additional comment from Daniel Connors <dpconnors@ieee.org>.

  In the V2.22.0

    c:/Program Files (x86)/Lilypond/usr/bin

  directory there are several files that do not have file extensions.
  They are some python scripts, like `convert-ly` and `lilypond-book`,
  and I see some utility linux scripts, like `pdf2ps` and `iconv`,
  which are very useful utilities but won’t run, as is, on Windows 10.
  I am guessing that these files work fine in a Linux environment or
  under a Cygwin environment, but they will pose problems for Windows
  users.  The python files are the ones that are most likely to impact
  and stump Windows users of Lilypond and they all need to be updated.
