Thank you, this clarifies the situation to readers of this list.

My original post, of course, concerns readers of 
http://lilypond.org/website/bug-reports.html who aren't subscribed to this 
list.  That page still has the unclear instructions cited above.

If this email list is not the right place to address bugs on lilypond.org, 
could someone direct me to the proper place?  Thank you.
