non-existent archive member -> clock skew?

The simplest makefile I can write that demonstrates the problem I'm
encountering is:

TARGET = libfoo.a
SRCS   = bar.c baz.c
OBJS   = $(SRCS:%.c=%.o)

$(TARGET): $(TARGET)($(OBJS))

When I make, the first module is added to the archive, but when the
second is investigated, I get:

gmake
cc    -c -o bar.o bar.c
ar rv libfoo.a bar.o
a - bar.o

Which is quite odd.  I'm not bulding over NFS or doing anything that
might cause a clock skew.  And after the run, the times on all of the
files are all normal (certainly not 10 years in the future).  It seems
to only happen when encountering an archive member that hasn't been added
yet (if the archive has just been created).  If I manually add the member
and then touch the source files, it makes just fine.

Versions 3.77 and 3.78.1 on Solaris 2.7 do it just fine.  Version 3.79 on
both Solaris 2.7 and 2.8 chokes.

The config.h for 3.79 is below.

BTW: Is there a "better" way of letting the implicit rules handle
archive management than "$(TARGET) : $(TARGET)($(OBJS))" ?  I would
appreciate any suggestions you might have.
