Daylight Savings Bug

I am having the same problem as address@hidden  I am using version 3.79.1
for Windows 32.  It appears that the time stamp being read by Make as the
current time is one hour in the past.  The time stamps on any files
generated by Make are the correct time.  I have verified that the BIOS real
time clock is set properly and that the Windows clock is set properly.  I
changed the date to March 31, and all works fine.  When I change the date to
today, I get the wrong time again.  I tried to create a Visual C++ project
to try to track down what's happening, but I have been unsuccessful so far
in setting up the compiler and linker options properly.  My Visual C++
knowledge is skimpy at best.
I was able to get it to work properly by changing my computer to be at GMT
time zone, not Central Time.  However, this isn't a great fix since it makes
my computer 6 hours off from the rest of my office.
