The bug you're experiencing WRT modification time in the future is
almost certainly due to Microsoft's long-known bug in their libraries,
which mishandles DST in any year where Apr 1 is a Sunday.  This bug has
been reported in the press since at least Jan 1999, but still exists
today even in W2K.  _That's_ the joy of Windows! :-/.

If you feel like taking the week off of work, all will be back to
"normal" next Monday.

If make 3.79.1 doesn't complain, then you have built it sufficiently
differently that I don't have any idea how you did it: the bug is in the
MS C runtime function time(), and all versions of make use that (and
I've seen numerous reports today that 3.79.1 has the same problem).
Maybe the difference in the way it was built accounts for the slowdown?

I don't know of any other reason why 3.79.1 would be that much slower
than 3.75; certainly no one else has reported this and I think I'd have
heard about it before now :).
