This is a bug in Microsoft Windows, not in GNU make.

It was reported in January, 1999 and apparently still broken more than
two years later (contrary to the text in this article, I've had reports
of this problem this week from people running Windows up to and
including W2K).

There is no real fix, since the bug is in Windows, not in make.  I
believe you have these choices:

 1) Change your timezone from PST5PDT (or whatever) to GMT-9 (or
    whatever).  Since this uses a fixed offset from GMT, it's not
    affected by the DST calculation bug.

 2) Edit the GNU make sources and remove the check, and rebuild make.

 3) Live with it for a week; they're just warnings.  Maybe Microsoft
    will fix this problem before it happens again in April, 2007.

    Or, maybe we can make this into an international vacation week that
    happens every 6-7 years, in honor of Microsoft!

 4) Get a better^H^H^H^H^H^H ... real^H^H^H^H ... uh, never mind.
