Very surprising.  I've not had any reports of hangs, but even so I'm
really surprised that there would be a hang when running serially.

There's an issue in make that _could_, maybe, in theory, cause a hang,
but I've never experienced it in practice (I have some code to fix it
but it's not in 3.79.1).

Also, I thought from looking at the code that it would only happen
during parallel builds.
