"C90" GNU make?  Is "C90" some shorthand for some version of the POSIX
standard I'm unaware of?  I thought "C90" was shorthand for the 1989
ANSI C (nee 1990 ISO C) standard?

Sure it is the C programming language, 1990 standardised verison; surprised you did not know that by default. Therefore, any plans for C90 compliance in GNU Make source?

Anyway, GNU make already conforms, for the most part, to the POSIX
standard for make.  There are a few somewhat(?) obscure areas where it
doesn't (I have filed those as bugs in Savannah) and yes, we will do our
best to get those fixed before the release of 3.81.
