Consider the makefile

STATUS2 := 2:no

phony1: MESSAGE += SMILING
phony2: MESSAGE +=

all:    phony1 phony2
   @echo $(STATUS1) $(STATUS2)

phony1:
   @echo ">>$(MESSAGE)<<"

phony2:
   @echo ">>$(MESSAGE)<<"

I would expect the ouput

>>KEEP SMILING<<
>>KEEP<<
1:yes 2:yes

but I get (using make 3.81beta1)

>>KEEP SMILING<<
>><<
1:no 2:yes
