make 3.60: BS/NL mishandled with non-default SHELL

The following makefile causes a syntax error, but works correctly when the
first line is commented out.

$ cat Makefile
SHELL = "/bin/sh"
all:
        if :; then \
                :; \
        fi
$ make
if :; then \
                :; \
        fi
/bin/sh: -c: line 1: syntax error: unexpected end of file
/bin/sh: line 1:        :; \: command not found
/bin/sh: -c: line 2: syntax error near unexpected token `fi'
/bin/sh: -c: line 2: `fi'
make: *** [all] Error 2
