Follow-up Comment #1, bug #31003 (project make):

Hm.  I specifically set the LC_ALL environment variable to "C" before
invoking tests, which is supposed to revert to the built-in strings and avoid
all translations.

It may be that the test suite that comes with GNU make 3.81 is not updated in
this way.  Can you test this with GNU make 3.82 and see if you still see the
problem?
