shows an example Makefile that doesn't seem to work for me (with make v3.81
at least).

The problem is the "=" in

define PROGRAM_template =

If I remove it and write

define PROGRAM_template
$(1): $$($(1)_OBJS) $$($(1)_LIBS:%=-l%)
ALL_OBJS   += $$($(1)_OBJS)
endef

instead, it works.
