If you want a bug report to be filed and acknowledged, then you want:

https://savannah.gnu.org/bugs/?func=additem&group=make

The FSF does not use an email-based bug tracker, like Debian; we use
Savannah.

This mailing list is for discussion about bugs.  Sometimes those
discussions result in a fix and sometimes not, but it's not the case
that every message to this list is automatically tracked as a bug
report.  Only Savannah bug reports are officially tracked.
