Details:

windows 8 sdk's are used 

thus the build fails however builds most of the obj items 

for GITS and shiggles I ran a test compile pass on windows 10 with arm64 ,
2019 preview and 2017 vs-community  ran.. 

IE IOT/of full windows 10 on RPI , one in theory could use GCC 
to build a few things... ie SNES9x few game-emus Roku-stick replacements... 

(vnc w10-arm64 is already available upstream) 

thier are those whom get linux and the rest of my house wife/kids not as
much... 

anyway geting a few builds of basic GNU tools over on RPI
