[doc/implicit-rule] Missing implicit rule in

Hello,

It seems that the implicit rule that updates archive members is not reflected 
in the current documentation (doc/make.texi:9489). The rule in question is in 
the form of,

        (%): %
                $(AR) $(ARFLAGS) $@ $<

I also do not think this falls into the platform-dependent rules, which are 
explicitly excluded from the list. Therefore, I doubt whether the omission is 
intended or not.
