Yes, then this could be tracked.

The (po4a or different) framework would need to be on your side,
still.

Both options have pros and cons. Having it in your package means the
translations are always current and maintainers and users more easily
spot them - probably not all non-english users will know about the
separate package "manpages-yy" where "yy" is there language code, e.g.
fr, it, de, es, ...
