Move material from "NOTES" section to "PORTABILITY".

ncurses.3x says:

"NOTES" describes matters and caveats of which any user of the ncurses
API should be aware ...  "PORTABILITY" discusses matters (beyond the
exercise of extensions) that should be considered when writing to a
curses standard, or to multiple implementations.

Drop now-empty "NOTES" section.
