it seems your 'last modification dates are not ok', try to go to src/BipsPl
and then:
touch foreign.wam

if not OK, try the last version (1.2.7) at

ftp://ftp.inria.fr/INRIA/Projects/contraintes/gprolog/unstable/

file:

gprolog-1.2.7.tar.gz  

or better gprolog-1.2.7-1.i686.rpm (since you are under linux)
