You are looking in the wrong manual.  Try "info info-standalone",
that's where the stand-alone Info reader is documented.  The following
command will land you in the section which describes the command-line
options:

        info --usage info-standalone

The Emacs manual knows, of course.

Inside Emacs, type "C-h i", then "m Emacs RET", to get into the Emacs
manual.  Now type "i info RET", to get Emacs to find the string "info"
in the manual's indices.  In the node Emacs shows, read the second
paragraph.

The Texinfo manual describes the Texinfo language and its usage.  It
cannot possibly describe everything; IMHO it's too large as it is.

That seems to be a problem with your GNU/Linux packaging: "man info"
does work on my system (which isn't Mandrake), and info.1 _is_
supplied in the GNU Texinfo distribution.
