Translations are not the issue, I think: what needs to include "Index"
as its substring is the name of the _node_ of the index, not its
chapter/section name.  And node names are not translated, IIRC.

I'm not sure what do you mean, exactly.  Could you elaborate?

The problem with removing "Index" from the node names of the indices
is that too many features, in Texinfo and elsewhere, depend on that.
For example, some Emacs documentation commands which look up things in
indices will break if they don't find "Index" there.
