    HTML output should be about structure.

Sorry, I think we have a philosophical disagreement.  In my eyes, HTML
is a strange mix of structure and presentation (especially originally).

So far, the makeinfo output doesn't depend on style sheets at all, and I
don't really want it to, at least in its current incarnation.

I could do something like
<h3 class="subsubsection" ...> so the information isn't lost, if it
really matters.

If you want the structured output, use --xml :).
