        The compelling reason is that 'suppress' is the correct
behaviour, and the other one isn't.  We've been doing it wrong for so
long that we think it's normal.  But that's not a big excuse to stay
incorrect.

        I'd personally like to suggest that we warn people that we'll be
doing this to them in Texinfo 5.0, since it will be a rather major
change.  I'd hate to see people printing out Texinfo manuals that are
uglier than they have to be because they don't read the documentation.
