Last time I looked at TeX-XeT, it used Latin characters to encode
Hebrew letters, and didn't support bidirectional reordering in the
Unicode sense.

I'm not aware of any free software editor that supports the full
spectrum of bidirectional text editing as described by Unicode.  I
once started working on a bidi Emacs, but personal problems prevent me
from finishing it; unfortunately, no one else stepped forward to
finish it, either.
