There is an incomplete sentence in texinfo.txi around line 13190:

  One more limitation is common to both implementations: white space is
> ignored at the beginnings of 
  Future major revisions of Texinfo may ease some of these limitations
  (by introducing a new macro syntax).

Additionally, I think the following patch to `bootstrap' is necessary
(I've fixed this previously in README.dev, but it has been removed --
intentionally?).  I'm not sure whether I'm correct, so I send the
patch to this list.
