I use something like

in a manual, but makeinfo --html flows the text, as can be seen on
<http://www.gnu.org/software/shishi/shishi.html#User%20Manual>. It
looks fine in info and ps/pdf.
* The output should be consistent across html, info and ps/pdf.
* Preferably fix the HTML version instead of info/ps/pdf, I kind of
like the output (except flowing). If there is another recommended
way to write a shell snippet example like the above, please tell.
