I'm using texinfo.tex [version 2003-08-11.14], and in this version,
all headings are followed by a line of vertical space. This is a waste
of page-estate, and the visual impression is that the heading does not
belong to the body text.
(I searched in texinfo.tex to find the cause, but TeX macros are
really beyond me.)
