I don't want to judge this---I suppose Karl will post his opinion.
But I can write instructions for changing the behaviour, so that you can
modify your own copy:
Near the end of the macro starting by
\def\sectionheading#1#2#3{%
you'll find five lines
\ifdim\parskip>\normalbaselineskip
\kern\parskip
\else
\kern\normalbaselineskip
\fi
replace them with simple
\kern 3pt
or whatever you want.
In other words, apply the patch below.
