I've looked at the \dosuppress... macro.
It redefines \everypar, in an understandable way.
It doesn't redefine @noindent, so that if the first paragraph of the
section started with @noindent, the output would be garbled. (It might
be there from the times before texinfo suppressed first indents.)
And it does something with \indent, but I don't understand what.
I'd say that if someone starts the first par with an explicite @indent,
that means that they want the paragraph to be indented.
I've created a patch implementing these ideas. Again, it's completely
untested; I apologize for it. You can take is as is, if you are
interested; or you can tell me to resubmit it after it's tested (and I'll
come back with it in a year or two ;-).
