I see an issue with that behavior. If you have something like
@iftex
@macro expansion
expanding tex
@end macro
@end iftex
@ifnottex
@macro expansion
not expanding tex
@end macro
@end ifnottex
It won't work anymore. Maybe not an issue but worth noting.
