That tests a few aspects of makeinfo.  It does nothing to test TeX.

    machinery that would cause "make check" to fail and yell bloody murder
    when one of the tests produces results that are not the expected ones.

That happens already (courtesy of automake).  That is, if one of the
test scripts does not exit 0, make check will fail.  The scripts
themselves have embedded in them the checks for the expected results.
