Yes, but we had many requests to make DocBook output XML (4.2), not
SGML (3.1).

It'd be better to fix Debian tools.

Simon, can you test your tools with:

  $ export SP_CHARSET_FIXED=YES
  $ export SP_ENCODING=XML
  $ docbook2pdf /path/to/OpenSP/xml.dcl docbook-document.xml

?
