It occurred to me that I might have rerun autoconf/configure to get
the new texinfo.tex,
No, texinfo.tex is completely separate from auto*/configure.
and that solved the error.
So I'm baffled as to why it made any difference at all.

Well, that sound like you just don't have the texinfo.tex that I checked
in. You need 2003-12-17.17.

BTW, as far as the appearance of the characters go, I typeset the a and
o in one smaller point size. Perhaps it would be better to go three
sizes smaller? Since I've never seen these chars in actual texts, I
don't know what looks right.
