Karl, could you confirm this is the correct link?
It is, but that's a huge thread with a bunch of different topics.
I rewrote the TODO entry this way:
- Monitor and improve the dir categories in existing manuals,
following the Free Software Directory categories. Much mail to
developers has already been sent, what's needed now is to check new
releases and make sure they are using the right categories.
See the util/dir-example in the Texinfo distribution for our current
recommended categories.

How unfortunate. Thanks for mentioning it, but I don't have time or
inclination to systematically check and update them; whoever is
interested in working on the given entries can do that :).
