I agree in general, but I think there are different flavors of dull.
With the added margins, I find it easier to concentrate on the
content.  The visual clues to separate the Next/Prev/Up link also help
filter out things I probably don't want to read most of the time.  And
the boxes around examples etc also help me filter out things I want or
don't want to see more rapidly when browsing.  Color also help.

(For reading texinfo manuals, I prefer PS/PDF over HTML, because it
has many of these visual clues that I need to navigate in a text.  So
I think the PS/PDF output is dull in a good way.)

This is just my impression, and I'm sure others have other opinions,
so I understand why improving the defaults is controversial.  But I
believe pointing out the CSS functionality in texinfo more prominently
(perhaps by providing sample CSS's in a repository) would be useful.
