Neither place would be inappropriate.  I chose bug-texinfo because I
think of this primarily as a Texinfo issue.  If some kind of reference
hiding is desirable, both the readers should do it.

    There was one aspect of Juri's many proposed changes that I personally
    did not like (guessing the place inside the node to go to, rather than
    going to the top), but several other parts looked useful.  In as far
    as I can see, no part got installed.

When someone proposes several changes together, it is not unusual that
one of them is controversial and the result is none of them get
installed.  Some of Juri's changes might be good ones, but they need
to be considered separately.

I think that is an improvement.  Would you like to install that part?
