A rule for "@" in node-names is not necessary; it seems to be an
illegal character in a node-name. texinfo.txi does not have "@" in
any node names. Comma is another character not needing translation
because it is illegal in node names.

You are putting words in my mouth. I don't think the current
arrangements are "stupid" -- I just think we can do better.

I have suggested very specific solutions. And you have argued against
them using imagined properties of the code base -- I have read through
much of the code and apparently know it better than you do.
