values set in @settitle before they are defined

Hi,

When using

   @settitle settitle @value{truc}

   @set truc machin

with makeinfo @value{truc} is defined, while in the text 

   flag @value{flag}.

   @set flag result

results in an undefined value.

texi2dvi doesn't follow the same behavior for @title, in the following the
value is undefined:

   @titlepage
   @title title @value{truc}
   @end titlepage

   @set truc machin

I think that these discrepancies should be fixed. My personnal thinking is 
that a value appearing before the definition with @set should be undefined.
This is consistent with treatment of @macro.
