This is the wrong fix, IMHO.  The Info output should be left intact,
and instead, the stand-alone Info reader should be modified to replace
the quotes with Unicode characters when the locale supports that.
(And likewise with the other Info readers, like the one in Emacs.)

And btw, please don't identify UTF-8 with Unicode.  A locale (and a
terminal) can support Unicode characters without supporting UTF-8.
I'm sure you know that.
