I cannot argue that there are plenty of bugs here -- not even counting
@macro, you must be joking :) -- but I fear there is no rational way to
fix them.  I think it would ultimately amount to a complete
reimplementation in makeinfo, and I'm not sure it's possible in TeX at
all.  That's just not going to happen in the foreseeable future.
This is why I do not want to document exactly what makeinfo/texi2dvi do
-- I don't know exactly what they do, and I can't devote any energy to
it right now.  (Or ever, most likely.)

So my opinion is, do whatever you want in texi2html.
