the transliteration scheme used for all the unicode language
characters, even thoses makeinfo cannot handle, in ascii 7 bit
letter+digit combination.
That seems impossible (and never-ending). I don't suppose Unicode
itself provides such a thing? It is not realistic to say that we
ourselves are going to transliterate (for example) every one of the tens
of thousands ideographs.
Maybe the best approach would be to agree that the glibc iconv
transliteration scheme would be used?
Except it seems you just found that it is incomplete ...
If there is no reliable external source for the transliteration (surely
*someone* already did this?), then it seems to me all we can do is
document what people care enough to implement, as Sergey has done ...
