Did makeinfo ever generate info files with "NOTE in uppercase?
Not that I know of. I don't think texinfo-format-buffer did, either.
Or were there other programs doing that?
I fear yes. I seem to recall seeing info files with capitalized
"keywords", although they are certainly rare. I can't find one right
now, though, so I guess my compatibility issue is probably not worth
worrying about.
So in theory we could change standalone info and emacs info to only
recognize *Note for the future, although of course that won't really
help any time soon. That also still wouldn't exactly solve the problem,
as "Note" is as reasonable to want to use as "NOTE" (if not more so).
Hmm.
It also turns the colon into an underscore.
