As I wrote in my conversation with Eli: yes, in theory.  In practice,
having lived with this way of doing things for a few years (albeit in
Debian i-i, not GNU), I am doubtful that the problems can be eliminated.

This step is optional.  The info files themselves can serve as the config
repository, although then there's the additional step of deciding which are
the "top" ones holding the metadata.
